It's a belt. Maybe the sweater has a mind of it's own and the Wookie is afraid that it could escape so she had to strap it close to her body. Perhaps it's to emphisize the hideousness of the Clown Bow.

With the yellow dress the belt is worn OVER a black coat then we have it over a sheath dress.
